当前海洋保护与可持续利用的突出瓶颈，不在于缺少研究成果或行动意愿，而在于跨部门、跨领域、跨主体之间协同不足，资源分散、转化不畅，难以形成持续有效的治理合力。海洋公益协作创新中心依托鹭江创新实验室永续枢纽成立，正是着眼于破解这一关键难题，面向海洋保护与可持续利用重大需求，汇聚科研机构、管理部门、公益组织、企业及国际伙伴等多元力量，围绕关键议题搭建高水平对话平台和协同机制，推动科学研究、政策转化、社会参与、能力建设与资源整合有机贯通，着力将分散的知识、资金、项目和行动转化为可落地、可持续、可放大的合作实践，打造服务海洋治理与保护实践的“知识—政策—行动”枢纽，为海洋强国建设和全球海洋治理贡献中国经验与中国方案。

The current bottleneck in marine conservation and sustainable use lies not in a lack of research outcomes or willingness to act, but in insufficient coordination across sectors, disciplines, and stakeholders. Fragmented resources and limited mechanisms for translating knowledge into action make it difficult to generate sustained and effective governance synergies.

The Ocean Impact & Innovation Center (OIIC), established under the Sustainable Ocean Hub of the Fujian Ocean Innovation Center, is designed precisely to address this challenge. Responding to the pressing needs of marine conservation and sustainable use, the Center brings together a diverse range of actors—including research institutions, government agencies, philanthropic organizations, enterprises, and international partners. It seeks to create high-level dialogue platforms and collaborative mechanisms around key issues, fostering stronger linkages among scientific research, policy translation, public participation, capacity building, and resource mobilization.

By transforming dispersed knowledge, funding, projects, and initiatives into actionable, sustainable, and scalable collaborative practices, the Center aims to serve as a “knowledge–policy–action” hub for marine governance and conservation. In doing so, it will contribute Chinese experience and solutions to the advancement of a strong maritime nation and to global ocean governance.
